RDW Certificates

Delivery of the Digital Certificate of Conformity (COC, in Dutch Certificaat van Overeenstemming or CVO) is the start of the registration of a new vehicle. A manufacturer (or an organization representing the manufacturer) named on the type-approval of the vehicle has to sign the digital COC using a digital signing certificate issued to that legal entity.

The manufacturer is in the COC often mentioned in item 0.5. The representative of the the manufacturer is in the COC often mentioned in item 0.9.

Using this digital signature for all digital COC’s is mandatory from January 1, 2018.

Digital Signature COC’s

QuoVadis Trustlink B.V. provides the required digital signature in accordance with the requirements of the RDW. This digital signature is used to sign the digital message, called Initial Vehicle Information (IVI). Any change in the message after placing the signature makes the digital signature invalid.

Part of the digital signature is the name of the manufacturer organization, or the name of the organization representing the manufacturer, as mentioned in the COC. In the signature the location and country of the organization are also mentioned. Name, location and country of the organization must accord to the extract from the Commercial Register of the organization.

Application Steps

Follow this link and fill in the details of the manufacturer (or an organization representing the manufacturer). You are thereby requested a scan of the extract from the Commercial Register of the organization.

The signing certificate will be issued to a natural person, the certificate holder. In the online application, the name and personal contact information of the certificate holder will be requested.

The online application ends with the details of your invoice and choice of payment. Upon receipt of the payment by QuoVadis, the certificate holder will receive an invitation to download the certificate.

With a suitable application, the digital COC’s may be signed with the downloaded certificate.
